Unlocking Florida’s New Buyer Incentives: Hometown Heroes & More

By Jacqueline Salcines, Esq.
In today’s competitive housing market, first-time buyers and essential workers often struggle to break into homeownership — especially in South Florida, where prices continue to climb. But Florida is stepping in with real help. The newly expanded Hometown Heroes Housing Program, along with other buyer assistance initiatives, offers real financial support for those ready to invest in their future.
As a real estate attorney with over 26 years of experience, I’m Jacqueline Salcines, and I help my clients not only close on their homes, but take full advantage of the programs, credits, and protections they’re entitled to.
If you’re buying in Florida, here’s what you need to know.
🏡 What is the Hometown Heroes Program?
Florida’s Hometown Heroes Program was originally designed to help frontline workers like teachers, nurses, and first responders purchase a home close to where they work. In 2024, the program expanded to include all full-time workers employed by a Florida-based business, not just “heroes” in the traditional sense.
Key benefits include:
- Up to $35,000 in down payment and closing cost assistance
- 0% interest, deferred-payment loans
- Forgivable second mortgage if home is held for a set period
- Compatibility with FHA, VA, USDA, and conventional loans
You do not need to be a first-time buyer — just purchasing a primary residence and meet income and loan limits.
💰 Other Buyer Assistance Programs in Florida
In addition to Hometown Heroes, Florida offers several other down payment and closing cost assistance options:
- Florida Assist (FL Assist)
- Up to $10,000 for FHA loans and $7,500 for conventional, VA, or USDA loans
- 0% deferred second mortgage — repayment only when you sell or refinance
- Florida Homeownership Loan Program (FL HLP)
- Up to $10,000
- 3% interest, fully amortizing second mortgage over 15 years
- Salute Our Soldiers Military Loan Program
- Exclusive to veterans and active-duty military
- Offers reduced rates and special terms
These programs are administered through Florida Housing and typically require completion of a first-time homebuyer education course.
⚖️ Why You Need Legal Guidance
While these programs are powerful tools, they come with strict eligibility rules, layered applications, and long-term financial obligations. Misunderstanding the fine print can lead to delayed closings — or worse, lost benefits.
As an attorney, accountant, and title agent, I help my clients:
- Confirm eligibility and coordinate with approved lenders
- Structure contracts to align with program rules
- Protect deposits and timelines with properly drafted addenda
- Close efficiently with complete legal and financial oversight
